An initial appearance was made on Tuesday in Williams County Common Pleas Court, by a man who is accused of rape. 27 year old Justin Phipps of Cridersville, is accused of raping a young child under the age of 13 at the home of a friend in Bryan back in April. Phipps is out on bond, and has yet to enter a plea. A pretrial conference is now set for August 4th at 10:30am. In the meantime, conditions of Phipps’ bond require him to not to leave his home except for court appearances or to meet with his attorney. He is also on GPS monitoring and is not to have any contact with children.
