Hephner Turns Himself In

A fugitive registered sex offender, wanted in Steuben County, is behind bars at this hour. Mitchell Hephner surrendered himself at the county jail without incident. Hephner was wanted since the beginning of April on an outstanding arrest warrant, charging him with 2 counts of felony failure to register as a sex offender. He was booked and remains held without bond. He has a court appearance, soon.
