The Paulding Education Association (PEA) has filed an Unfair Labor Practice (ULP) charge against the Paulding Exempted Village Board of Education, over the board’s lack of action in not filling the district’s librarian position. The charge has been filed by the PEA with the State Employment Relation Board (SERB), as well as a contractual grievance. The district has been without the services of a qualified librarian for the past year and a half, following the resignation of Ellen Williams in June of 2015. An arbitration hearing is scheduled to take place Nov. 9-10. The ULP charge and grievance were necessitated by the board’s refusal to bargain over changes to the library system, and the board’s unilateral decision to eliminate the certified librarian.
