Former Williams County JFS employee fired for misconduct file appeal

The Williams County Department of Job & Family Services has filed an appeal of a State of Ohio Personnel Board of Review (PBR) Dec. 1 decision to reinstate fired former employee Cindy Brinkman. The ruling was the result of an appeal by Brinkman of a July 20 PBR decision upholding her firing for engaging in instances of misconduct involving “dishonesty and insubordination” that occurred between April and November 2015. The case involved Brinkman’s actions after JFS was notified in early 2015 of a May 2012 incident in which two minor girls were shown and handled adult toys at a female teacher’s home. The PBR’s ruling, dated Nov. 17, ordered Brinkman’s termination to be modified to a demotion from a Social Worker 2 classification to a Child Support Case Manager, with no back pay.
