Robert Kroeger of Wauseon is indicted on one count of tampering with records and one count of grand theft. From Feb. of 2015, to Dec., 2016, investigators say he stole property or services valued at more than $7,500 but less than $150,000 from a governmental entity. He also allegedly tampered with government records.
