Park Layne residents at the city council meeting in Napoleon expressed their frustrations this week about the city policy for sidewalks. The policy states residents pay for the installation of sidewalks if none exist during a reconstruction project. The city will reexamine the policy and said they’d consider one residents counter-proposal to eliminate a sidewalk and replace it with a bike path.
