Bryan Police Hold Back Details Surrounding Arrest Of Cecil Man

Bryan Police nabbed a man on a bench war­rant. 27 year old Justin Phipps of Cecil was arrested, but we have no infor­ma­tion from Bryan Police on just what that war­rant was for, or from where it was issued. We do know that Phipps was taken to CCNO, but no other details are being released by Bryan Police.
