Accused Rapist In Court

An ini­tial appear­ance was made on Tues­day in Williams County Com­mon Pleas Court, by a man who is accused of rape. 27 year old Justin Phipps of Crid­er­sville, is accused of rap­ing a young child under the age of 13 at the home of a friend in Bryan back in April. Phipps is out on bond, and has yet to enter a plea. A pre­trial con­fer­ence is now set for August 4th at 10:30am. In the mean­time, con­di­tions of Phipps’ bond require him to not to leave his home except for court appear­ances or to meet with his attor­ney. He is also on GPS mon­i­tor­ing and is not to have any con­tact with children.
