A Cridersville man is accused of raping a child in Bryan. 27 year old Justin Phipps appeared for a preliminary hearing Tuesday in Bryan Municipal Court, where it was found that there was probable cause that Phipps committed the crime. The case has now been bound over to the Williams County Common Pleas Court. The Bryan Times reports that Phipps allegedly raped a child under the age of 13 on April 28 in Bryan, when he was in town visiting a friend. Phipps was arrested on a bench warrant May 26. Yesterday, Phipps was released on bond with a few conditions. First of all, he has to reside at the Cridersville residence, and he is not to leave his home except for court appearances or to meet with his attorney. He was also placed on GPS monitoring and is not to have any contact with children.
