Less than two weeks after pleading guilty to hiring a hitman to kill a Williams County social worker, David Culver files a lawsuit against the Bryan Police Department, alleging violation of his civil rights, improper procedure and law enforcement harassment. The complaint seeks $5 million dollars. Culver alleges in May, an officer, a family member of Culver’s target, put him in a patrol car without a seat belt while traveling 100 mph on the Ohio Turnpike. Officials are going over all this, now.
