The Putnam County Office of Public Safety says the National Weather Service has determined an EF1 tornado touched down in the Dupont area on Wednesday during severe storms that rolled through northwest Ohio. NWS classifies an EF1 as a moderate tornado with 86-110 mph wind speeds. The Putnam County Office of Public Safety said county commissioners are declaring a state of emergency for the village and the surrounding area.
