Indiana State Police troopers serve a warrant at a house in Garrett on John C. Costanzo…at his residence on the 100 block of Hamsher Street. Officials confirm that they located Constanzo in his residence, an apartment building, but he refused to cooperate with the arrest. The man barricaded himself in his residence and information was received he was armed and dangerous. As a result, a SWAT Team and Crisis Negotiators were called to help resolve the situation. After a 3-and-a-half-hour standoff, the team made entry into the residence of Constanzo and took him into custody. He was then taken to the Steuben County Jail, where he was booked on a felony warrant. The case continues by both state and local officials.
