An off-duty Indiana State Trooper makes an arrest in Noble County. The officer was on State Road 9, when he sees a man in a car wanted on an outstanding warrant. He tried to pull Tony Jacobs over. Jacobs pulled into a driveway…then takes off running. Jacobs soon after surrendered without incident. He faces a list of charges.
