Nicholas Phillips, is charged with using a weapon while intoxicated, improperly discharging a firearm near a school and endangering children. He was taken to the Corrections Center of Northwest Ohio. Investigators say during the stupor he shot his TV…twice. No one knows what he was watching…the investigation continues.
