The Tri-State Council of Governments, comprised of county commissioners from three states and created to understand the scope of the Aquifer, has formally added three more counties to its membership during a meeting in Bryan. Memberships for two additional Indiana counties, DeKalb and Allen, are pending, though Williams County Commissioner and council member Brian Davis expressed doubt that the latter, which includes the city of Fort Wayne, would ever enter the fold. Officials said DeKalb County has expressed interest previously, but has not yet formalized membership.
