Bryan Police nabbed a man on a bench warrant. 27 year old Justin Phipps of Cecil was arrested, but we have no information from Bryan Police on just what that warrant was for, or from where it was issued. We do know that Phipps was taken to CCNO, but no other details are being released by Bryan Police.
