Litchfield officials got a sneak peek at the city’s proposed budget earlier this week. The 2015–2016 budget includes a two-percent pay raise for all city employees to help offset a six percent increase in health insurance costs. Residents and businesses can expect a two-percent increase in water and sewer rates as well, but they’ll all have a chance to voice their opinions on the proposed plan at a public hearing scheduled for May 19.
