Transcript of communications released dealing with Village of Pioneer’s effort to install utility lines.

In accordance with a court order, the Williams County commissioners have released a transcript of communications dealing with attempts from the Village of Pioneer to install utility lines in county right of way to serve AquaBounty and the Pioneer North Industrial Park. The county right of way is located on County Road S between county roads 15 and 16.25 and County Road 15 between county roads R and S. Pioneer Village Administrator Al Fiser had submitted requests to use the right of way twice, both of which were rejected by Williams County commissioners based on outside counsel saying it wouldn’t qualify as a public utility. AquaBounty and the village filed an appeal after the second denial. In question is the installation of raw water and wastewater/stormwater transmission to service a proposed AquaBounty facility and the Pioneer North Industrial Park.
